Useful free CAD (Computer Aided Drafting) programs, 
that are not crippled, are hard to find.  In the 2D 
CAD field, AutoCAD is the de-facto standard to which all 
others must compare.  Unfortunately, ALL freeware CAD 
software (even A9CAD) currently comes up short.  

A9CAD is one of the better free general purpose 2-dimensional 
CAD programs that supports the AutoCad DWG/DXF drawing formats 
(up to DWG/DXF 2000). With A9CAD you can draw shapes such as 
line, rectangle, circle, poly-line, text and dimension; performing 
drawing modifications like move, scale, rotate, explode, trim, 
fillet and mirror; edit color, fill mode, line type and line width; 
and change entity attributes via properties window.
