Time Server was witten by ArGoSoft.  The sofware runs as an 
NT "service".  You must install the software from a command prompt 
(follow the instructions in the "readme.txt" file).  

The time server can be accessed by any program capable of network 
"Time Protocol" querying on port 37, as specified in rfc-868.  The 
Time protocol is a legacy protocol, formerly used by Unix computers.  
It is also one of the least accurate of the time gathering schemes.
