Every so often Microsoft will offer for download on their website
a small Windows applet to enhance the functionality of their
Windows OS, and then just as inexplicably, remove it again.  
Microsoft GIF Animator is one such program.  

This simple program allows you to combine GIF files together into
a single animated GIF file (for use on websites, etc.).  You can 
also make animated GIFs from AVI clips, with the option of deleting 
unwanted frames before saving the animated GIF. Transparency and 
looping options can be set for the animated GIF as well.
