Newer versions of Windows (such as Win 10), as well as some 
3rd party mouse drivers (such as the Synoptics TouchPad), 
allow the Mouse Wheel to scroll a window that is not currently 
in "focus" (underneath another window).  Always Mouse Wheel is 
a tiny app that runs in the background and brings this feature 
to a mouse driver lacking this ability.  

Additionally, you can configure the the program to use the 
mouse wheel as your method of controlling sound volume.  

The program does NOT require installing.  Just place the 
program in a directory of your choice, and launch the EXE file.  
You can also confiure it to start with Windows.  

Caution: Older versions of the program created a file 
"AlwaysMouseWheel.ini" in the directory you kept the program.
