PMeter is an on-screen ruler that 
can be made transparent.  It can 
be switched to horizontal or vertical,
switch the labeling from top to bottom 
or forward and reverse, and change the 
labeling to pixels, points, inches,
or centimeters.  It even has a 
magnifier that shows the exact 
position of the mouse pointer.
