Microsoft in their "great wisdom" assumed that daylight savings time 
was a relatively constant event (even though their are entire books 
that list annual changes to daylight savings time over the years).  
Therefore, Microsoft did not include with Windows 2000 any way to 
make adjustments to daylight savings time if is should change.  

To correct their error, Microsoft belatedly released this Time Zone 
Editor Utility.  This simple program allows you to manually alter the 
start and end dates for daylight savings time for any timezone.  Read 
the "Instructions.txt" file in the TZEdit folder for a step-by-step 
walkthough, with an example of making the USA 2007 time change.
